Then after you get the money, you get to decide if the damage warrants you buying a whole new lip and going through all the hassle. You could just get a really good detail and get the detailer to wetsand and polish that area good, and then pocket the other $1000.

Oh, and another thing too. You can go through ICBC, get an estimate of repair through them, and then ask for the payout while stating you'll do the repair yourself. They'll get to sign something stating what you will lose out if you take the payout. Then it's up to you if you actually want to do the repair or not.
My mom did this for a minor bumper scratch from an accident. She just pocketed the ~$600 from ICBC. Mind you, this is years and years ago.
