long story short: my contract was up last summer...last few months was month-to-month...landlord is trying to spin it that the maximum rate hike only applies if I'm still under the contract.
note: on the original contract i chose month-to-month option after agreement date ended which states tenancy will stay on the same terms. But the rate increase document doesn't specify the type of tenancy it covers.

Applies for duration of tenancy regardless of when your lease expired! Don't get fleeced! IIRC it can only be done once a year max as well.
