I think it's designed to absorb moisture, because the areas that I apply it on (e.g. rough granite or cement stairs) turn really dry. But I make an effort to close the lid tightly on the plastic bottle I use to apply the product.
The bag itself can be resealed after you cut/make an opening at the top, and storage instructions say "keep sealed". In fact, I store my bags in the corner of my garage near the entrance - which is not the best because water/snow from my car drains in that direction! Fortunately the ice melt itself has stayed dry.
