It's not the city's job to babysit everyone who shovels their sidewalks and driveways and make sure they don't make a 5ft snow mound on top of one of the few catch basins on the block. Those people are just fucking everyone else on the block because now the water has nowhere to go. They're no smarter than the people who decide to throw the snow in the middle of the road turning it an ice rink and then complaining that their road is an ice rink and they can't drive down their street anymore and now demand a plow to come to their street.
If there's some of you who are worried and feeling a bit generous, you can clear off the catch basin yourself.

When you find a purple square that's half white/purple, that's a storm catch basin where the water will drain to
square = catch basin
circle = manhole
Vancouver has a similar map, just google vancouver GIS map and it should have similar tabs to get where you need to go.
