If you're trying to get into shape or be not fat, then just do it anytime. The fact that you are doing it at all trumps any minuscule gain of timing it out.
If you're already at 5% bf and an athlete, maybe try fasted in the morning to move more into a dense calorie burn, as over the night you use some of the carbs/glycogen in the body. That only makes a difference if you're diet is strict and on point, and relatively low carb.
If you don't know that already, then just buy a $5 skip rope and just do em.
