Authorizing a suite

Currently have an unauthorized suite (Vancouver) that I'm considering converting into an authorized suite but I'm reading through the guidelines and it looks like I won't qualify b/c I cannot provide an onsite parking spot (http://vancouver.ca/files/cov/secondary-suite-guide.pdf - top of page 2). Everything else about the unit meets the requirements (it's a new build).

Is anyone familiar with whether the city has any flexibility on that rule? We are a corner lot so there's lots of street parking. I'd call up a Property Use inspector but if I can't authorize the unit I'm putting my unauthorized unit at risk by even asking (so I think).
