This is a common myth with these "cheap" tours and may be true 5-6 years ago. But those are [mostly] long gone. See below. Rarely are you pressured into buying anything. There are even some of these "cheap China tours", that clearly states no shopping in the itinerary. Might be worthwhile for OP to look into.
