I'll be buying an "overseas edition SIM free" or "white sim" phone, in other words, an unlocked phone which anybody can buy without being a resident.
After some research, it seems my best bet would be in iosys in Akihabara.

You can definitely get a SIM without being a resident, you just have to buy or "rent" the equivalent of a prepaid sim here.
