I just took the car for a drive along my street with the original clockspring installed, and found that cruise control does actually work. So, CC works, and the horn relay triggers when I press the steering wheel's horn buttons, but the horn doesn't sound, and the SRS light is turned on. So, maybe there's a problem with the horn's connection.

And I'm guessing then that the SRS light generally indicates a problem with the involved systems, and not necessarily a problem with the SRS reel.

I'm still not certain the horn's the actual issue, but it'll be the next part that I'll check out.
