i have conducted many phone interviews and also interviewed many times over the phone.
usually its the 1st interview and the main purpose of phone interview is to narrow down group of candidates further; (1st being when resume was first read and selected for interview). usually 5-6 are selected for on site interview post phone.
now it depends if its HR interview or direct with hiring manager (usually made clear at earlier time). if hiring manager is interviewing you. then expect to be asked direct question regarding your job, procedural question, thought process etc, and some HR questions but not detailed.
HR will need to conduct interview also, in some companies HR talks to candidates first then hands them over to hiring manager.
