If you live somewhere that sees fresh snow fall on a regular basis, a deep pack snow tire would be your best bet. The Lower Mainland, however, you're likely better off going for something that leans towards packed snow, slush, and icy roads.
As 320i said, I'd rather have trouble starting than stopping.
