Cheapest full face most people recommend is HJC CL-17. DOT and Snell 2010. It's the best budget track helmet at sub $200. You will see guys doing 300+ at the track in these things.
He might want a 3/4 (Bell 500, $120) or a Dirt style helmet (AFX are pretty nice around $100) though as tropical heat is no joke and heat stroke/ dehydration is probably just as dangerous as wearing no helmet at all.
