I was shocked when people say they spent a lot; and when you think about it. it's pretty typical.

$100 for 12 roses on V-day bare minimum
Dinner for 2 $200 if you're LUCKY + wine
Chocolate $50-$100,
$200-$500+ jewelry (bracelet / necklace)
Designer purse $500-$2000+

so yeha $4000 meh, depending what level of income / age, I can see someone spending $4k if you buy her a nice LV bag.
