It's a loophole, but not a simple one to take. You need a BC address to have a BC plate/insurance coverage. Not to mention ICBC could deny claim if it doesn't comply with its declaration (the car is parked mostly in the address declared, as it determines the insurance premium).
But if the guy is desperate enough to get a R34 10years before it can be legally admitted in the US, all the powers to him.
