I don't blame them, I felt the same way before going. Once we got there though, I felt like there were more Canadians/Americans than locals. Never really felt unsafe at all leaving the resort. We even used public transit to get around... the white, old retired school buses.
For tours, there's a bunch just depends on what you and your buddies are into. Dune buggies, tequila tours, zip lining, whale watching, fishing, wave runner rentals, etc.
If you go downtown around the marina area, there's a ton of tour operators most of which were negotiable on pricing.
