That's a pretty decent plot that I'd watch IF I had no idea it was supposed to be in the Marvel universe (hard to do since Marvel likes to flaunt that their movie is Marvel)
It'd be better if we the audience had no idea that it was a Venom movie, much like how Split
Like you said, military science base with some solders "cleaning up the mess" only to get killed. Movie follows Eddie around as he investigates and avoids the shadow killing all of these solders.
Climax is Eddie getting got by the shadow. But instead of getting killed, he goes through his transformation as he shrinks down out of the camera's view. Venom's face rises up from screen bottom. SCREEN TO BLACK
