Did you catch the plate and car model?
First thing is to research if that SUV model carries a spare on the underside of the car as opposed to in the trunk. If you have a plate, ICBC can do some investigating like seeing if that car still has their spare tire.
What damages did it do on your car?

Unfortunately, if it's a black and white rule, your insurance rate will be affected. Unless somehow your dashcam video will prove otherwise, cause in my opinion, that was an unavoidable situation.
