I would look at downtown Port Coquitlam as as the sole remaining community north of the Fraser where there is still an opportunity for appreciation. There's a new community centre coming online in a couple of years and you're not too far away from the Skytrain or the West Coast Express. Plus unlike Burnaby, Coquitlam, or Surrey, there is a historic and walkable core neighbourhood with older retail units that are ripe for gentrification.

I am personally bullish on the long-term economic development of Surrey, but I think the values for new construction aren't justified in the short or medium term as Surrey is in transition.
