This used to be the case, there was basically no officiating of inspections on vehicles... shops had licenses from ICBC but nobody checked up on them... it was wild wild west, you could just pay a shop $80 and they wouldn't even look at it if you knew someone who knew someone............ a LOT of rebuilt cars got put back on the road with horribly repaired damage this way.
About 5-6 years ago they tightened the whole thing up, stripped licenses from tonnes of shops... shops are afraid to fart the wrong way now and the price of an inspection skyrocketed they're between $130-180 depending where you go. Canadian Tire for example won't even do them anymore unless it's an OBD2 car and even if you know the people they're picky as can be... arguments on both sides whether that's goor or bad, probably mostly good for safety reasons... but it can be a royal pain in the ass financially if a bunch of piddly little things are wrong with your car (ie: cracked mounts or bushings etc... not really "safety" stuff but it's there).
