So I got fairly excited when I first read this and saw your interpretation of this. Then when you look into the MVA further you find this....... CVSE emailed me exactly this:

Where there be concerns regarding enforcement action taken by a particular agency, questions regarding said actions or the noted regulation should directed to the local agency.
