Semantics aside, here's a build that comes in at the limit, and should have longevity. The Ryzen 5 2600 comes with the Wraith Stealth cooler which is pretty decent, and I have an older 750W PSU that I am willing to contribute to the build if your nephew wants. Otherwise, an EVGA 500B is $44.99 (
