That's the part that's confusing me, as you said many of us have been floating in a grey area for ages with vehicles that weren't technically legal but generally ignored unless you did something really stupid. Meaning there are loads of noncomplaint cars rolling around that they could decide to stop being lenient towards and crack down on, so why bother with stuff that's stock?

I know several vehicles have mechanical ones (spring holds it closed until exhaust pressure overpowers the spring), and a bunch of bikes have electric ones that are automatically controlled, though I don't know if they have to be set up so that even with the valve open the volume is legal. I've been trying to track down one off an SRT Grand Cherokee but no luck so far.
