I've spoken to some Media representatives in regard to this, so far most just don't think it's a story and others says there's not much that can be done.

Have you tried looking at this from a "Consumer Reports" angle?

Officers, who aren't trained/knowledgeable in the laws (as clearly shown by that license plate video), are handing out inspection notices to stock vehicle owners based on incorrect information. The driver then has no consumer recourse and ends up running into issues like how the specified shops don't even do inspections. Consumers are left paying for unnecessary and illegitimate expenses.
