I find that you can use a rubbing compound like Meguiars M105 or their
Ultimate Compound and hand polish your headlights to clarity which would last about 6-8 months when parked outdoors. Essentially, you're using a fine abrasive which you rub and on to smooth out the plastic headlamp.
You could try using a cheap toothpaste (non-gel type) if you want to try the ultra low cost way
