Do RCMP and VPD have access to each other's files when they scan plates? By now, his plates have a long history of VI's. The cop could have simply saw the wing, decided to run the plates, and then go confront his parked car.
Yes they do. During a situation that resulted in my plates being called in for being noisy when they were two other straight piped cars the VPD officer ran my license and it shows every time you've made contact with the police, if you called the police it shows the reason, if someone else calls it also shows the reason, but its a generic reasoning. One of my calls was a "Complaint" because I was getting tailgated to the point where the guy almost rear ended my car while cruising in the right lane on HWY 99.
