Add to that parts of Metro Vancouver have a disproportionately high number of new / inexperienced drivers driving high end vehicles (some of which don't even have valid BC driver's licence, it is little wonder that our auto insurance payouts are so damn high.

I can't speak for Manitoba (probably the same) but in Saskatchewan they have no fault insurance. They pay for your medical bills and they'll fix your vehicle but you can't sue for injuries like you can here in BC unless you have TORT coverage which most do not. Even if you have Tort coverage it's not a windfall like it's been in BC for so long.
If BC was to remove the payouts for injuries the cost of insurance & fraud would drop significantly. It's why insurance is Govt ran and still a lot cheaper in Sask. than it is here.
