I'm between a rock and a hard place because if I say something to the owner I'd really be fucking my manager over. Maybe I say something to him one more time and see if he does anything? I guarantee if I said I was thinking of leaving because of it he'd do something but I don't really want to play that card just yet.

Ya, I think speaking to your manager again would be best and see if he does anything. If not, all niceties aside, you're justified going over his head.
And I wouldn't say to explicitly say you're going to leave... But mentioning that you are being head hunted repeatedly and leaving it at that will definitely light a fire under their ass.
