Work half time get paid half the time. It's one thing when someone is "manager or senior level up", they can do whatever, but this guy ain't.
Yeah this is literally the use of management. To oversee and manage. Otherwise you wouldn't need management.

Organizational behavior, like poor work ethics, is deeply rooted and most of the time the problem starts at the top. If this organization is ok with that type of behavior then you can't fight it. Either put up or leave.
