TL;DR Per above article

“He recalls seeing an interview with a Surrey constable who was in the secondary vehicle involved in a pursuit of a 17-year-old male driving a stolen Jeep Grand Cherokee.
The youth led the police all over Surrey, into a rural area and finally back on the freeway heading towards the Port Mann Bridge. The constable overtook the primary police car, and travelling at about 120 kilometres per hour, rammed the Cherokee off the road. The young man died when he was ejected from the Jeep.
“So the constable from Surrey was saying, ‘What did we accomplish here?’ Stolen vehicle. Great. It’s smashed. The diver’s dead and he (constable) and the other constables that were involved in this pursuit are emotionally upset. He said he’s scarred for life.
“How he ended the interview, he was saying we’re all losers. Everybody lost. And that’s what this (legislation) is trying to stop – that we’re going to pursue this vehicle at all costs and we’re going to stop it no matter how we do it.”
