meh, rear-side lighting doesn't matter unless poor vis conditions (fog/heavy rain/snow)...at least in the city and assuming their brake lights and DRL are functioning. To me it's pot meets kettle, either your own headlamp lights aren't on/not bright enough, or you weren't paying attention and/or driving too fast
i agree VI is mostly worthless from a safety standpoint, they should put most resources into stopping behaviours that actually cause accidents (distracted driving, driving high)
