With so many people having dashcam rolling these days, I'm surprised there hasn't been more video evidence. Maybe everyone's worried about privacy, I guess I can understand. If I got VI'ed, I'm definitely filming the entire thing, making sure to ask questions so the officer can misquote the MVA for me.

It probably went something like this,
Cain got mad at the kid so he starts telling his team to pull all modified cars. His boss probably going like wtf going on, why so many inspection notices, and Cain makes up some BS like it's a whole epidemic, people modifying illegally and no one has stopped them. Boss agrees and gives him unlimited budget, and now Cain is task force commander of the whole thing, training new members and expanding. Probably laughing his ass off with a huge pay raise.
