probably because it was a centrifugal supercharger like Vortech, or ProCharger. Its pretty much the same as a turbo but uses different method to drive the turbine.
If you want low end to mid torque/ power you have to get the roots type superchargers which is a twin screw type. Jackson Racing was selling those back in the day. Also like someone mentioned about TongMans Civic Si, if you look closely its a roots type blower hence why he has very good torque and power down low, and he is able to put all that power to the ground, add to that a good driver mod and its a winning combination.
