if you are not home for 6 months+, doesn't that mean your home is kinda um, vacant??
honestly they should just charge by electricity usage, if you need to exempt out, then file an appeal.

I'll just say this: My aunt and uncle live in Texas from October 1 through March 31; in BC from April 1 through September 30.
8 weeks is not enough time for a small percentage of the population (snow birds, people who have long vacations booked, people who work out of country, single military-service men/women, etc).
