Sorry for late response but they could have added it in to your property taxes, apply for it at the same time you apply for your property tax grant for principal resident. I mean isn't it the people who live at their principle resident that are most likely to qualify for the exemption? That makes to much sense though and Governments love bureaucracy I mean if you aren't being inefficient you're not Governing right.
The way they've implemented it doesn't make any sense, not only that but they've added a cost that doesn't need to be there in preparing and mailing out another million plus letters but it's only money and in the grand scheme of things is a drop in a bucket.
