if you were using it to the point of distraction (like missing a light going green, etc) i could see them giving you a ticket, but the law defines an electronic device as one with the ability to make calls or sends text messages.

Edit: i should add in... that this will not stop them from giving you the ticket regardless, also a lot of newer vehicles may fall under that since it's often a "multimedia centre" and your radio can do the above... so ... ymmv? i guess?
