We're talking about Vietnam and Thailand here (not sure where you got Bali from.. I've never been there so I wouldn't have any advice to give), with a focus on swimming in the ocean.. September is within wet seasons throughout most if not all Vietnam. It's also within the wet season for the popular beach destinations in Thailand, particularly the ones which would fit within a more limited budget OP requested advice on.
