No man... modified collectors plates are available for collector plate worthy pre-1974 cars with mods... mine's a 1968 so it's an option for me now.

Up until a couple years ago it was like pre-1952... but they bumped it recently...

Absolutely nothing to do with current day modified vehicles status like you're talking about.
