A typical Van, Car, SUV in a public parking lot with:
Crack windshields, broken tail lights, bald tires, non-OEM wheels can be issued a regular ticket, but "can" be issued a "Vehicle Inspection". This ticket is enforced by LEO, overseen by LEO and can't be contested like a speeding ticket.
Every driver is expected to be knowledgeable with their "Class 5" drivers license and are responsible for their safe vehicles maintenance. If a police catches the drivers with dash lights lit, visible vehicle unsafe mofication/damage and are potentially VI ticketed - subject to an inspection.
ICBC dumpster fire is: prompting Police giving out more tickets for safety reasons, while the 1 billion dollar ICBC debt continues to rise.
Under the MVA act (vehicle inspection) - A vehicle can be towed on the spot, license plates removed (voided) and removed off the road (within 30 days) for repairs. The repairs/inspection performed & passed. The LEO can void/prevent the vehicles inspection (with a legal loop hole) blaming the inspectors of incompetence.
