It's not rude to ask, it is rude to try to negotiate though. If you send an email, you'll probably be talking to an assistant anyway, not the artist. They probably have a form email they send for questions about cost.
$200 CAD would be insanely reasonable for Horiryu IMO

And I agree. It's ok to ask for the approximate full cost but never haggle with the artist.
I got my sleeve completed 3 years ago and he charged by the hour. 32 hours total. I also tipped him cuz I was a very very happy girl over the quality of his work.
It was hard for him to tell me how many hours it'll take because everyone tolerates pain differently and it may take longer to complete a bigger piece. Or your piece might have a ton of details like mine. I have 3 hannya and a snake. The hannya took a while cuz there were a lot of fine lines involved so my first session was almost 7 hours.
Just be aware that Horiryu prefers for customers to come back monthly for their sessions. He doesn't seem to like it when you come back once every few months. I saved up for my entire sleeve just in case for that very reason.
Also, I want a leg sleeve.
