If this article is true, and CBSA can't issue an IRP, I can't see how they can issue a ticket for a violation of the MV regs.

It sounds like they can do quite a bit though, just not the "immediate" part, which to me is a pretty specialized part of the MVA to begin with. The absolute last people I'd want to piss off are the border services though, so I wouldn't really be worrying about fighting the cheapest ticket for something that's illegal.
