It costs 100USD for the basic commission to draw your car. You can get prints/stickers at additional cost. He will only provide the jpg/png/tiff files. IMO it is worth it, I was paying not only for his expertise, but his time. Guy worked with me in the final revisions, was really detailed down to googling my mods from my mod list, and even put in the little details such as my CraftSquare mirror stickers.
I've had other commissions done that I wasn't particularly proud of and wouldn't recommend!
