I lived there for 5 years, and I just didn't see it. I had a 15 year old Toyota (not JDM) and it was fine. None of my friends cars had rust problems, and some of them were old 'sheds'.
Old rovers, and other POS euro trash rust out but all the decent cars were fine. Maybe I'm wrong, but even my defender which was 15 years old and spent the first 5 years working on a farm only had minor surface rust on the frame and that thing was just mild steel with no wax oil for the first 10+ years of it's life.
You can fail your MOT for rust too.
Bottom line, get your car from an enthusiast or well known dealer and you'll be fine. Buy it from someone shady and you'll probably be screwed. Same as anywhere.
