Technically, yes you can. However, it will charge at a very slow rate.
I charge at home 95% of the time and the few times I haven't I didn't have to wait to charge.
I have seen someone park their Chevy Volt at the free charger at a community centre in Langley and get driven away by someone else so their car can charge for free.
