There are 2 "free" chargers at work here, and from what I've been told by my colleagues, user ettiquette are generally decent, although there will always be some discourteous person breaking the rules.

I was "one" of those ppl a few weeks back. Parked in long term parking at YVR with my car plugging into one of the chargers there.
In my defense, I would have moved my car, but I was in Chicago.
In seriousness, most of these issues would be easily solved by them not being "free" chargers, and more education about extending battery life. Most ppl grew up with ICE vehicles and treat owning an EV the same. Filling the "tank" to full when 80% is more than enough.
As for unplugging other ppls cars, I still have issues with that.
