$1400 is pretty much guaranteed to pay taxes. Crossing twice wouldn't make much difference as your technical tax free for same day trip is 0... officers have some leniency, but even at $700 is way too much to just wave you through... you'd have to be lucky enough to have one in REALLY GOOD mood.
Granted... crossing twice a day isn't a problem. I've had the unfortunate to leave my cell at the buffet once and had to drive all the way back as soon as I got home. Just told them what happened and I was on my way.
