How did you come to this conclusion from reading this article? All your conclusions are completely the opposite of what the article says.
They said that China is respecting world copyright issues by doing it the right way instead of infringing upon them and would allow them to start making the drug in China faster for their own citizens because the company that makes it can't make enough of it fast enough... it even says that global sales would be unaffected by any of the steps China is taking.
It's like you read the first line and made the rest up yourself.
