Another issue is the RPM's that Cain does the test at.
It is supposed to simulate real world driving conditions or something like that.
My friend was pulled over and Cain asked him to rev his car to 7000 rpm with the DB meter against stuck in the tail pipe.
the car is turbo'd and registered a 92 DB but he was still given a VI for the modified exhaust.
