A pandemic is literally inevitable. There's no way it won't be announced. Currently they are in the stage of "preparation" which means if you aren't preparing for a pandemic, you're not being responsible.
I keep saying, be prepared nowt hat you have a chance. Right now it's just Chinese people, which is kind of understandably part of their culture if you look at what China went through in the last 100 years.
But once white people start panicking, and they will, look out.
