I didn't understand it at first too. I also don't know if the water filter will be running automatically if there are no people attending to it.
If filter no longer works when workers stay home, then you have water that is not at the quality it is currently at, so you have to boil it. What if your basic utility doesn't work anymore like power, heat, stove? Then you can't drink the water.
I know it's unlikely, but if you imagine the worst possible scenario, it makes sense to stock up on water too, probably more important than food.
