Yeah like I said in his specific case, he should be tested publicly
For the general public - for now since testing is not being done on a large enough scale - it's better to just self isolate unless you actually get sick. We don't want to overburden the hospitals
However the best option is what Korea is doing, just flood the population with testing. They have drive-thru testing!
They should be working on getting that done, so they can really nail down who needs to be quarantined and who doesn't
